Organisations whose primary purpose is social, but who operate outside the public sector, are playing an increasing role in meeting needs around health and social care, culture and wellbeing, and education.  Like public sector organisations, their primary measures of success related to creating social and public value and not simply financial value.  The social sector is also the source of some of the most important innovations in delivering public services.
