Owen joined Shared Intelligence in September 2024 after graduating with a master’s degree in Economic Analysis and Policy as part of the Economic Policies for Global Transition (EPOG+) programme, receiving full Erasmus Mundus scholarship. Within the programme, he specialised in Knowledge, Innovation and Digital policies while also gaining a deep understanding of the economics and policy issues surrounding net-zero transition, industrial policy and innovation dynamics. Prior to this, Owen received a first-class degree in BSc Economics from the University of Leeds with a study abroad year at the University of Ljubljana, Slovenia. He has prior experience as an Investment Advisor at Isio.
Since joining, Owen has worked across several projects for Shared Intelligence, covering economic development, employment and skills, creative industries and local government. He has experience leading desk-based research, carrying out stakeholder interviews and facilitating client workshops.
Owen’s projects at Shared Intelligence include:
- Supporting the development of the LGA’s guide on accountability and assurance in place-based partnerships
- Evaluating Coastal Catalyst’s implementation of digital badging as a tool for evidencing creative skills development in children and young people.
- Evaluation of the LGA’s sector support programme
- Gathering intelligence and best practice on the evolving role of local government in employment, skills and growth for the LGA
- Evaluating the impacts of activities to support older people and mental health in public libraries for Libraries Connected South East
